Presentation by professor Aleksander Lust, an Estonian-born and
American-educated political scientist,  living in China and teaching
international relations at Central China Normal University.

Topic in a nutshell: China has historically been a land power, defending
its vast frontiers against nomadic peoples, conducting its trade with
its overland neighbors, and spreading its cultural influence on the
Asian continent.  Today, however, China is becoming a sea power as it
builds a navy with a global reach, develops a blue economy of maritime
industries, and redefines itself as a sea nation.  What explains this
new orientation in Chinese foreign policy?  How will China's growing
maritime power affect other parts of the world, including the Arctic
Ocean?  Can the countries of the Baltic Sea region engage with China
in a way that is mutually beneficial?
