The e-course is a systematic comprehensive set of study materials, study activities and study instructions that supports the implementation of the study process online (source: ). The e-course supports both online and blended learning.
Best Practices for Creating an E-Course at Tallinn University
A high-quality e-course is the result of deliberate planning and continuous development. At Tallinn University, we follow the Estonian Quality Agency for Education e-course quality criteria to provide a learning-centered and effective learning experience.
We have created a two-phase set of recommendations to help:
- first, ensure that the e-course includes the essentials, and
- then, enhance the course based on learners鈥 needs to ensure both content and technical quality.
Use the following guidelines to evaluate your course's readiness and development potential:
First, make sure that:
1. The course includes an introductory welcome message (header text).
2. The course includes that outlines:
- the course objectives
- learning outcomes listed in the course syllabus
- prerequisite subjects (or a note that there are none)
- a description of the course鈥檚 learning process
- the course schedule and deadlines
- assessment and feedback principles
- for blended learning courses, an overview of in-person activities
3. Instructor contact information is provided, and learners know how to reach the instructor. For example, a course announcements forum (鈥淣ews Forum鈥) is in use.
4. All course materials:
- are accessible and located in one place (e.g., linked in Moodle, textbook references included)
- include references to works by other authors used in creating the learning materials
- are functional (links work)
- are organized systematically (e.g., by weeks, sessions, topics, or learning outcomes)
5. The course contains only sections that include content. Sections that are incomplete or empty (e.g., topics/weeks/panels) are hidden from learners.
6. Assignments are created so that learners can submit their work.
7. The number of learning activities matches the course workload, and the course is not overloaded with materials and activities.
8. Every activity is designed .
Then, enhance the course so that:
9. It supports the development of learning skills (e.g., learners are guided in reflecting on what they've learned, planning their time, etc.).
10. It promotes collaborative learning (e.g., group assignments, peer assessment).
11. Learners receive comprehensive support throughout the learning process to help ensure successful course completion.
12. A feedback system is in place (e.g., overall course evaluation or opportunities for learners to provide feedback, including on the e-learning experience).
13. Learning materials follow .
14. Learning materials promote interaction between the learner and the content.
15. The e-course includes assignments that are assessed, and learners can view their results within the same environment.
16. The course is accessible on commonly used mobile devices (if an assignment includes content that is best viewed on a computer, this should be clearly noted in the assignment).

Competition "E-course Quality Label"
Estonian Quality Agency for Education (HAKA) organizes the "E-course Quality Label" competition every year. The purpose of the competition is:
- Increase the quality of e-courses in higher education, vocational training and general education, and share good experiences.
- The quality mark shows the very good level of the e-course and is a recognition of the creator and maker of the e-course who has achieved excellent results in the application of digital technology in the learning process. The quality mark of the e-course confirms to the learner that the course and the level of its execution meet the quality requirements.
