Application procedure for EU/EEA students
The following steps outline the application process for the citizens of the member countries of the European Union (EU) or European Economic Area (EEA).
Choosing a programme
Find the programme you are interested in applying to.
Make sure you meet the general requirements which you can see in the description of each study level. Please choose the study level that you would like to study:
Familiarize yourself with the programme's description and programme-specific requirements which are described on the web site of the programme you are interested in.
Make sure you have a valid proof of English language proficiency.
For applicants to Doctoral programmes: Contact the academic unit you would like to begin your Doctoral studies at to find a prospective supervisor. All PhD programmes can be seen here and you can find the contact person on the programme page. Please attach your doctoral proposal to your email when seeking supervision.
Submitting an application
International applicants (applicants who do not have Estonian citizenship or right of permanent residence in Estonia) apply through the online application system .
Applicants with Estonian citizenship or a long-term residence permit in Estonia apply via the online application system . Please see the procedure for applying via SAIS here.
Applications and documents are accepted during the admission period announced in Tallinn University’s academic calendar. Admission to Tallinn University’s Bachelor’s and Master’s studies takes place once a year (except Interaction Design programme). Admission to Doctoral studies may take place more than once a year. To apply, you must upload and submit the following documents with your application on DreamApply:
- Copies of education documents required to apply for the programme;
- A copy of the identification page of your passport;
- Proof of English language proficiency. Please remember that the proof of English proficiency needs to be valid at the beginning of studies;
- Specific documents required for the programme you are applying to. You can see programme-specific requirements on the web page of the programme you are applying to. Please note that a programme-specific requirement may also include a written assignment which will be considered a part of your admission exam.
- A copy of a Sworn Affidavit to Confirmation of Name if you have changed your name or the name stated in your passport differs from your name on any of the other required documents;
- Applicants applying for Doctoral level studies must submit a Curriculum Vitae and a thesis proposal signed by a qualified academic supervisor.
Please note that photos of the documents are not accepted. Documents not issued in Estonian or English must be accompanied by a translation into Estonian or English, certified by the issuer, a sworn translator or notary. Please read about official translations here.
When submitting the documents, make sure you follow the Country-specific Requirements. Country-specific requirements may state for example, that your documents need to be certified in a particular way. Therefore it is very important that you make sure which country-specific requirements apply to you. If the country you studied in is not listed, no country-specific requirements apply and general requirements are to be followed.
If your previous level of education was not acquired in Estonia, you are required to pay an application fee of €100*. Processing of your application will begin only after the fee has been paid and it must be paid by the application deadline. The application fee is non-refundable. After you have paid the application fee, please upload a receipt/bank statement/screenshot of the application fee to your application in DreamApply.
* Application fee is waived for Ukrainian citizens applying for the 2026/27 intake.
Applicants who require adjustments during admission exams due to physical or psycho-social special needs should contact the university's counsellor for students with special needs before the application deadline.
We advise you to apply as early as possible and not to leave your application to the last minute. This allows us to provide feedback and gives you an opportunity to update your application if necessary.
Tallinn University does not accept applications submitted by third parties (eg., agents). You must complete and sign the application form yourself.
Admission exams and Conditional Acceptance
Once you have submitted an application with all the required documents, paid the application fee by the application deadline, met Tallinn University’s admission requirements and received positive feedback to the written part of the exam/or assignment (if applicable), you will be asked to take the admission exam*.
*Applicants who require adjustments during admission exams due to physical or psycho-social special needs should contact the university's counsellor for students with special needs before the application deadline.
The admission exam may consist of more written assignments and always includes a video interview**. Admission exams take place several times during the application period (with the exception of joint study programmes). You will be contacted by the academic unit once your application has been reviewed by the admission committee of your chosen programme. Academic units may establish a minimum positive result for the assessment of admission exams or their individual parts. The descriptions of its content, assessment criteria, and the proportions forming the total result of the admission exam are published on the programme’s website. The academic unit has the right to deny a student candidate access to the next part of the exam if the candidate has not completed the previous part or has received a negative result for it.
** Please note that in the case of a video interview, the university has the right to require the candidate to show a personal identification document and to take a screenshot of the candidate together with the identification document, request the use of personal identification software, or record the examination.
Applicants who have successfully passed the admission exam, will be sent a Conditional Acceptance offer and their previous education will be evaluated by the university’s admission specialists. The university may make inquiries, use databases and institutions, and submit documents to the Estonian ENIC/NARIC for qualification assessment. The evaluation process may take up to five weeks.
In some cases you will be asked to send certain documents by post or by email. Please do not send any documents by post unless you have been personally asked to do so.
When sending the documents by post, be sure to follow the country-specific requirements. Country-specific requirements may state, for example, that a document needs to be certified in a particular way. Therefore it is very important that you make sure which country-specific requirements apply to you. If the country you studied in is not listed, no country-specific requirements apply and general requirements are to be followed.
After the documents have been received, they will be evaluated by the university’s admission specialists. The university has the right to make inquiries, use different databases and institutions as well as submit documents certifying education to the Estonian ENIC/NARIC for the purpose of assessing the qualification. The evaluation process may take up to five weeks.
The university has the right to revoke the admission decision if it appears that the level of education or qualification of an applicant does not provide access to the desired level of higher education. The university is not liable for possible material or non-material damage arising from the revocation of an admission decision.
Accepted offer
Once your previous qualification has received a positive evaluation, a final Accepted offer will be made and you will receive an official Acceptance Letter (except for applicants to the Interaction Design MSc programme, who will first receive an invoice to pay the tuition fee for the first semester).
Candidates who have fulfilled the admission requirements, arrived in Estonia by the required deadline*, registered their arrival in the Academic Affair Office and signed the study agreement (except Doctoral students who will sign the study contract according to the university’s procedure) will be matriculated.
*The exact deadline can be found in the academic calendar or on your Acceptance Letter.
In order to obtain the right of temporary residence EU/EEA citizens (who stay in Estonia longer than three months) must register themselves as citizens of Tallinn within three months from the date of entering Estonia and apply for the (ID-card). Please read here.
