If you are an Estonian citizen or hold a long-term residence permit in Estonia, the application procedure is as follows:

Choosing a programme

Find the programme you are interested in applying to.

Familiarize yourself with the programme's description and programme-specific requirements which are described on the web site of the programme you are interested in. 

If you have English or Estonian language proficiency at level B2, you may apply for programmes taught in English as well as programmes taught in Estonian. 

For applicants to Doctoral programmes: Contact the academic unit you would like to begin your Doctoral studies at to find a prospective supervisor. All PhD programmes can be seen here and you can find the contact person on the programme page. Please attach your doctoral proposal to your email when seeking supervision.

Submitting an application

Estonian citizens or candidates holding a long-term residence permit in Estonia apply through . You can access SAIS only if you have an Estonian ID-card, Mobile-ID or Smart-ID. If you do not have access to SAIS, please contact vastuvott@tlu.ee.

Applications and documents are accepted during the admission period announced in Tallinn University鈥檚 academic calendar. Admission to Tallinn University鈥檚 Bachelor鈥檚 and Master鈥檚 studies takes place once a year (except Interaction Design programme). Admission to Doctoral studies may take place more than once a year. Bachelor level applicants are expected to send their secondary education documents; Master level applicants are expected to send their Bachelor level documents or documents certifying a corresponding qualification; Doctoral level applicants are expected to send their Bachelor and Master level documents or documents certifying corresponding qualifications. At least 60% of the possible maximum results is expected from the previous degree(s) when applying to studies in Tallinn University. 

If you completed your previous studies outside Estonia, you must have your documents evaluated by the The evaluation process takes approximately one month. You should have the ENIC/NARIC decision by the time you apply. If you graduate in the same year and do not have time to submit the documents to ENIC/NARIC, please upload scanned copies of your documents and passport to your application.

Please note that photos of the documents are not accepted. Documents not issued in Estonian or English must be accompanied by a translation into Estonian or English, certified by the issuer, a sworn translator or notary. Please read about official translations here

When submitting the documents, make sure you follow the Country-specific Requirements. Country-specific requirements may state for example, that your documents need to be certified in a particular way. Therefore it is very important that you make sure which country-specific requirements apply to you. If the country you studied in is not listed, no country-specific requirements apply and general requirements are to be followed.

Applicants who require adjustments during admission exams due to physical or psycho-social special needs should contact the university's counsellor for students with special needs before the application deadline.

We advise you to apply as early as possible and not to leave your application to the last minute. This allows us to provide feedback and gives you an opportunity to update your application if necessary.

Admission exams and (Conditional) Acceptance

Once you have submitted an application with all the required documents, met Tallinn University鈥檚 admission requirements and received positive feedback to the written part of the exam/or assignment (if applicable), you will be asked to take the admission exam*. Admission exam dates for Bachelor鈥檚 programmes can be found here, for Master鈥檚 programmes here, and for PhD programmes here. Admission exams on Estonian-based programmes usually take place in July at the university on the specific day. Admission exams on English-based programmes (except PhD studies) take place several times during the application period (with the exception of joint study programmes).

The admission exam may consist of more written assignments and always includes a video interview**. Admission exams take place several times during the application period (with the exception of joint study programmes). You will be contacted by the academic unit once your application has been reviewed by the admission committee of your chosen programme. Academic units may establish a minimum positive result for the assessment of admission exams or their individual parts. The descriptions of its content, assessment criteria, and the proportions forming the total result of the admission exam are published on the programme鈥檚 website. The academic unit has the right to deny a student candidate access to the next part of the exam if the candidate has not completed the previous part or has received a negative result for it.

** Please note that in the case of a video interview, the university has the right to require the candidate to show a personal identification document and to take a screenshot of the candidate together with the identification document, request the use of personal identification software, or record the examination.

Depending on the study programme, student places are filled according to the ranking list formed on the basis of the admission results, either up to the number of available places or according to the number of applicants who have met the required threshold. As a rule, the minimum threshold is 65 points for Bachelor鈥檚 studies, 70 points for Master鈥檚 studies, and 75 points for Doctoral studies.

Applicants with an ENIC/NARIC Centre evaluation who are offered a study place will be accepted to the university.

Applicants who pass the admission exam and are offered a study place will receive a Conditional Acceptance if they completed their previous studies outside Estonia and have not submitted an ENIC/NARIC Centre evaluation. Their previous education will be evaluated by the university鈥檚 admission specialists. The university may make inquiries, use databases and institutions, and submit documents to the Estonian ENIC/NARIC for qualification assessment. The evaluation process may take up to five weeks.

In some cases you will be asked to send certain documents by post or by email. Please do not send any documents by post unless you have been personally asked to do so.

When sending the documents by post, be sure to follow the country-specific requirements. Country-specific requirements may state, for example, that a document needs to be certified in a particular way. Therefore it is very important that you make sure which country-specific requirements apply to you. If the country you studied in is not listed, no country-specific requirements apply and general requirements are to be followed.

Sending documents

The university has the right to revoke the admission decision if it appears that the level of education or qualification of an applicant does not provide access to the desired level of higher education. The university is not liable for possible material or non-material damage arising from the revocation of an admission decision.

All accepted candidates must sign the study contract by August 14, 2026. More information will be sent to the candidate鈥檚 email address provided in SAIS.
