One aim of the Lisbon Treaty was to give the European Union a more clearly defined set of powers. This talk evaluates the success of this aim from the perspective of the institutional legal framework of the Union. Is 'competence creep' still an issue, or have the new definitions and balance of powers between the institutions simply shifted the locus of the problem in EU law?
