State Strategies Compared: Priority Areas, Governance/Leadership Methods and Key Success Factors. Singapore and Estonia

Mr. Sukhvinder Chopra, former Director of Administrationr of Lee Kuan Yew School of Public Policy, University of Singapore,

Roundtable speech and discussion organized by Tallinn University’s Institute of Political Science and Governance. Mr. Sukhvinder Chopra will present a roundtable speech on the Singaporean state strategy, priority areas, governance/leadership methods and key success factors. The speech will be followed by an academic discussion about Estonia’s state priorities. We invite academics, together with interested stakeholders as well as doctoral and master students to discuss Estonia’s state priorities, the process of priorities definition and who should “lead the game”, drawing on the comparison with Singaporean experiences presented by Mr. Chopra.

Mr. Sukhvinder Chopra is the former Director of Administration of Lee Kuan Yew School of Public Policy, University of Singapore. He has been a member of the leadership team and the Director of Administration, responsible for a range of duties ranging from Chief of Protocol to HR, Finance, Donor Relations, Corporate Communications, Student Housing, IT and Coaching of students. He was and still am a lecturer with the Executive Education arm of the School.

Chopra is aslo a former Colonel and Naval Officer of Singapore Navy, Singapore Armed Forces, where he held numerous appointments including being in-charge of the naval inspectorate (operations), commanding a squadron of large and electronically sophisticated multi-purpose ships and commanding the Naval Officers' Advanced School at the SAFTI Military Institute, responsible for educating, training and developing all naval officers to ultimately hold Command. At SAFTI-MI he was also a member of the Institute’s leadership team that is responsible for training all officers in the SAF. Additionally, he was appointed to lead a Task Group for operations in the Gulf to rebuild Iraq and elsewhere led ships to ‘Corporate Social Responsibility’ missions. In 2006, he received the prestigious Public Administration Award conferred by the President of Singapore.
